How to add new porposal button in record usage decision

Hi All,

In QA11 transaction code my use want to activate the proposal button under the tab " Inspection Lot Stock". I am new to the QM module please guide me where we can configure this to get the proposal button under the tab "Inspection Lot Stock". please check the below screen shot where we have to configure the "Proposal Button".
