inspection lot is not created in skip inspection lot

Dear Friends,

Actually i am working in new requirement in QM so any one please guide me

We need to do GRN against PO at that time we can maintain skip inspection lot procedure i.e 1 lot will be inspected and 5 lot's will be skipped and 7 lot will be inspected for this requirement i can maintain

in Material master: Procurement active,Auto UD,Skip allowed

Quality plan:Vendor assignment

Vendor master:Actual qm system assignment

Quality info records:existing qm sys:1299 ISO 9001,Withcert,skip,source inspection:01

Quality level (QDL1):Assignment of DMR

but my problem is while i do the GRN total lot's will be skipping

where can i do the mistake,any one can help me pls it is urgent requirement
